Text	Umpire Seward apparently has had but little experience in his official position. When the catcher is close up to the bat Mr. Seward stands too far back, and in such a position that it is impossible for him to judge the ball. As a result he has been decidedly off in calling balls and strikes. He is too slow, also, in giving his decisions and in running the game. It is hoped he will improve.
