Text	[reporting the NL meeting of 12/8/1880] In Rule 46, Section 11, all the words after the word “pitcher” are stricken out. This leaves the rule in such form as to admit of the pitcher holding the ball in play wherever he may stand after a foul ball has been fielded. Before, the pitcher had had to first hold it while standing within the lines of this position. Now it is in play if he be standing on the base when the runner is returning to retouch the base after the foul ball has been hit. New York Clipper December 18, 1880 runners must retouch their base after a time out [reporting the NL meeting of 12/8/1880] A new section was added to Rule 46 as follows: “Section 15. If when the umpire calls play–after a suspension of the game–he (the base-runner_ fails to retouch the base he occupied when time was called, before he touches the next base, he shall be declared out.” This puts a stop to the unfair stealing of bases on the call of “Time” and “Play” in vogue the past season.
