Text	Throwing pitchers will have a hard time of it in the American Association next year. The convention was unanimous in the belief that the League had made a mistake in giving the pitcher unlimited power in his delivery, and went to the opposite extreme. Last year the Association abolished the foul-balk and substituted the balk instead. They then made it a balk every time a pitcher delivered the ball with his hand passing above his shoulder, and added to the penalty a base to the batsman, so as to make it effective should nobody be on the bases but the umpires refused to execute or enforce the rule. The convention has now adopted a new rule as follows: “The umpire shall in all cases enforce the strict letter of each playing rule herein when requested by the captain of either contesting club, particularly those restricting the manner of the delivery of the ball to the batsman by the pitcher.
