Text	[citing the Philadelphia Sunday World] Also that “the Athletic managers can keep down pool-selling by bringing suit for the pools under the law that confiscates all moneys bet to the Guardians of the Poor.” Can it be that such a law has been in existence during all the time that the Philadelphia Club managers have been betting openly and commanding their men to lose according as the preponderance of money lay? If such a law has been on the statute books all along, and not one man in the great city has been found of backbone enough to prosecute under it, then people will have a poorer opinion of Philadelphia’s honesty than they ever had before.
