Mr. Lucas has been absent from the city for some time and his mission, as is well known by those on the inside, is in the nature of a tour with Justus Holmer [sic] of Cincinnati, and they are canvassing Toledo, Detroit and Cleveland, it may be in the interests of the Unions, and possibly with a view of consummating their League project.
