<p>Charles Parker and Moses McCloud were "colored" leaders of the Republican Party in Springfield. Parker was appointed secretary to the US Consul in Liberia in 1871. He's probably the Charles Parker, age 42, a barber in 1880 Springfield and a "laborer" in 1870. McCloud was president of the Lone Star BBC (presumably "colored") in 1877 (see Daily Illinois State Journal, April 26, 1877).</p>
