Text	[reporting the Arbitration Committee meeting 11/11/1889] Another innocent-looking resolution was introduced by one of the League delegates, which would probably have meant destruction to the American Association. The League idea was to eliminate the old section under which was operated the method of holding players to a league, viz., the waiving of claims, under which waivers must be obtained from all the clubs of either association before a reserved or signed player can be released to any club of another league. The Association delegates, however, quickly saw the true intent of this innocent-looking move and unceremoniously negatived it, and as ti requires the vote of two delegates from each major league to amend the resolution was lost. Had it been passed, it would have been an easy matter for any League club to purchase and transfer any Association, or an entire team, in fact, despite the protests of the Association clubs.
