Text | [editorial matter] At the risk of offending Mr. A. G. Mills, the able author of the National Agreement—without its fantastic latter-day attachments, and of provoking a howl from the imitative and opaque magnates, we venture to suggest that the Reserve Rule has outlived its usefulness and that some decent and equitable substitute for it should be inserted in the National Agreement in the impending revision of that compact.
